Executive Summary – Independent Estonia Investigation

This executive summary presents the main technical findings and conclusions of the
Independent Estonia Investigation, conducted by the
Baltic Marine Technical Investigation Group (BMTIG).

Scope and Key Findings

The executive summary condenses the core results from the ten technical reports. It addresses:

  • The overall damage pattern on the starboard side and bow region of MS Estonia, including
    identification of damage that cannot reasonably be explained by the official bottom-contact hypothesis.
  • The energy requirements associated with the observed hull deformations and fractures, and
    their compatibility with a collision with an external object of significant size.
  • The structural response of the hull plating and internal framing under impact loading,
    including comparison with available material tests and fracture mechanics.
  • The hydrodynamic behaviour of the vessel, including heel development, loss of stability,
    flooding progression and the resulting sinking sequence.
  • The interaction with the seabed, final resting position and bottom damage, evaluated in
    relation to both the new wreck surveys and earlier seabed investigations.

Collision-Based Causal Scenario

Based on the combined technical evidence from R1–R10, the executive summary concludes that the damage to
MS Estonia is most consistently explained by a collision with an external object of substantial size,
rather than solely by seabed contact during the final phase of the sinking.

The proposed causal scenario:

  • accounts for the location, extent and nature of the starboard side hull damage;
  • is consistent with the required impact energy and deformation mechanisms;
  • aligns with the hydrodynamic response and heel development derived from physical modelling;
  • fits the seabed observations and final resting position of the wreck; and
  • defines a set of testable predictions for future full-scale investigations and forensic studies.

Transparency, Data and Reproducibility

All modelling, calculations and methodological steps underlying the executive summary are documented in the
technical reports R1–R10. The investigation is designed to be transparent and reproducible:

  • Input data, assumptions and parameter choices are explicitly stated and referenced.
  • Mathematical formulations and physical models are described in sufficient detail for independent verification.
  • The conclusions are presented together with their limitations, uncertainties and recommended follow-up studies.
